Excuse me answering such an old post, but thought I'd mention this in case someone else finds this post in future.
I've had a similar issue before, but then realised that this was occuring when Xbox Live was in a known maintenance window. I don't know why this situation generates an unhelpful MTU error, rather than just stating that XBL isn't available, but in my experience that's the cause.
