is it possible to set my Vigor 2820n to have target SNR?

No, but if you nag you ISP enough you might get them to change it. persistence is normal what works.

be* can change it in your control panel
o2 will change it if you ask
and i'm sure there are others that will do it without issue as long as your line stats are good.
2820 = 3.3.2_RC5
2950 = 3.2.4
