Scenario:
Two computers (A and B) connect to the internet via the Vigor 2820. 'A' decides connect to, say, BBC iPlayer and stream HTTP.

Problem:
'B' is left with no bandwidth for general HTTP browsing.

Things that don't fix this:
- QoS doesn't help (can't differentiate on application/port).
- Bandwidth limiting doesn't help (I don't want to cripple a client if there's no contention).
- CSM doesn't help (it will only either 'allow' or 'block' but won't cap bandwidth).

How do I sort this?
