The isp is Eclipse, a friend tried to telnet in from his connection (not eclipse) and he had the same problem.

What I am trying to get at is just wondering if your ISP blocks port 25, if not it is looking like your email server? Im not too up on exchange server as I tend to use Linux based servers.

If your ISP does block the port 25 then you can register with NO-IP for mail reflector with alternative port numbering.
