Dial plans not working after upgrading to 3.2.3 firmware

Dial plans not working after upgrading to 3.2.3 firmware was created by bdl99
Dial plans not working after upgrading to 3.2.3 firmware on 2930Vn
I was previously on 3.2.1 and I had three simple dialplans that all worked. As an example I had a dialplan entry that added the area code for local numbers which were 7 digits long.
Mode: Add
Min Len: 7
Max Len: 7
OP Number: 1609
I tried disabling and re-enabling and rebooting but still not working.
Anyone else seen this or have any ideas?

I restored version 3.2.1 and everything is working again.
I tried 3.2.2 and had the same problem as I had with 3.2.3 so whatever the problem is it was introduced in V3.2.2 and still present in V3.2.3

The output should be 01609 and are the local number part not 6 digits.
Ex dial 123456 the actual number sent to line would be 01609 123456 or better still SIP providers prefer you to use international. So ADD 00441609 then it will dial 00441609 123456

I'm actually using the unit in the US so 1609 is correct there is no leading zero. Basically it was working as I would expect under version 3.2.1 of the firmware but with 3.2.2 or 3.2.3 it no longer works.
