Vodafone 3G on Vigor2820 not connecting

I have just bought a Vodafone "TopUp and Go" Mobile Broadband USB modem. On the side of the box it says "Vodafone K3565 Refresh". It successfully connects from my laptop and the Vodafone software, but it will not connect from the router. When connected to the router the usb modem flashes blue indicating that a 3G signal is available. My settings are:

SIM PIN code:
Modem Initial String: APN:pp.internet
APN Name:
Modem Dial String: ATDT*99#
PPP Username: web
PPP Password: web

In "WAN - General Setup" WAN2 is configured:

Enable: Yes
Display Name:
Physical Mode: 3G USB Modem
Physical Type: Auto negotiation (greyed out) Load Balance Mode: Auto
Weight Line Speed: (greyed out) Active Mode: Always On Active on
demand: (greyed out)

On the "Online Status" page for WAN2 it just says "Message [ PPP Shutdown ]".

Any ideas anybody?
