I'm seeing the same behaviour on a new 2830n.

In Diagnostics >> View DHCP Assigned IP Addresses

LAN1 : 172.16.155.1/255.255.255.0, DHCP server: On
Index IP Address MAC Address Leased Time HOST ID
1 172.16.155.255 00-50-7F-7C-EE-C0 CONFLICTED IP
2 172.16.155.0 00-50-7F-7C-EE-C0 CONFLICTED IP
3 172.16.155.1 00-50-7F-7C-EE-C0 CONFLICTED IP

These are all against the routers own MAC address.

I'm also seeing DHCP assignment problems. I've set a couple of static addresses for devices.

1 is correctly assigned. The other is not. For the device that is not picking up its static address, it is picking up a pool address, though this pool address changes with each request from the device.

Can someone from Draytek please confirm if this is a hardware/firmware issue or a config problem.

I've also seen an additional problem with this 2830 in that I configured and tested it in my office and then shipped and installed it on site. At some point the devices config has been lost as the 2830 was at factory defaults.

I've loaded the config from the above router onto another new 2830n and am seeing the same behaviour.

Static addresses are assigned OK to PC's I've tried (windows and Linux), but not to the other devices I'm using, e.g. VoIP telephones.
