Restrict Internet Access by IP and Time

A little help from from the collective please..
I have a Draytek 2820 with Firmware Version 3.3.4.1_232201. Previousely I had a Netgear DG834.
In the Netgear I had bound the childrens phones and LTs to static IP addresses. I then setup a time schedule and a simple firewall rule to block their IPs from internet access from the scheduled time while allowing all other devices to work quite happily.
In the Draytek I am having problems achieving the same thing. What I have done so far:
I have bound the devices to static IP addresses.
Created a schedule (21:00 for 10 hours) with Action "Force Down".
Created a new Firewall Filter Set (No.3).
So, Filter Set 3 Rule 1 has:
Schedule 1
Direction: LAN-WAN
Source IP Range: 192.168.1.40~192.168.1.45
Designation: Any
Service: Any
Fragments: Don’t Care
Filter: Block Immediately
Come 21:00 they just carried on surfing without an issue.
Please can someone tell me what I'm doing wrong and/or give me a step by step guide on how to make this work?
The Draytek was highly recommended (and not cheap) so I am hoping this basic function should be easy enough.

You need two schedules. One from 21:00 with a duration of 3 hours. Another from 0:00 duration 7 hours. The software doesn't allow for schedule to cross midnight.
Action needs to be Force On (that's what I have mine set as).
