I wonder if there is a port conflict. Ensure the Management Ports for your 2830 are not what exchange may wish to use. Check under System Maintenance >> Management >> Management Port Setup >> User Define Ports
eg HTTP is not port 80 example use 8080 instead
eg HTTPS is not port 443 example use 8443 instead
Further, if not using the built in VPN features of the Vigor switch off:
VPN and Remote Access >> Remote Access Control >> Remote Access Control Setup
Enable PPTP VPN Service
Enable IPSec VPN Service
Enable L2TP VPN Service
Uncheck any you don't use.
Does this help?
Regards,
Neal
eg HTTP is not
eg HTTPS is not

Ah right. So, have you got enough port forwarding rules in place to your exchange server?

This is how I used to have a Vigor 2950 set up with Exchange 2003:
For the Connect to SBS dial in users:
NAT >> Port Redirection
Index 1
Enable - Ticked
Mode - Single
Service Name - vpn1
Protocol - TCP
WAN Interface - ALL
Public Port - 1723
Private IP - exchange server internal lan ip eg 192.168.0.20
Private Port - 1723
Index 2
Enable - Ticked
Mode - Single
Service Name - vpn2
Protocol - UDP
WAN Interface - ALL
Public Port - 500
Private IP - exchange server internal lan ip eg 192.168.0.20
Private Port - 500
Index 3
Enable - Ticked
Mode - Single
Protocol - UDP
WAN Interface - ALL
Public Port - 1701
Private IP - exchange server internal lan ip eg 192.168.0.20
Private Port - 1701
For the Remote Web Workplace / Outlook Web Access / Push Email:
NAT >> Open Ports
Index 1
Enable Open Ports - Ticked
Comment - SBS Stuff
WAN Interface - WAN1
Local Computer - same as above exchange server internal lan ip eg 192.168.0.20
Protocol 1 - TCP/UDP
Start Port - 25
End Port - 25
Protocol 2 - TCP/UDP
Start Port - 4125
End Port - 4125
Protocol 3 - TCP/UDP
Start Port - 80
End Port - 80
Protocol 4 - TCP/UDP
Start Port - 443
End Port - 443
If you need the other WAN to accept the same (e.g. for redundancy) then duplicate the Index with a different name ( I usually append '2' ) and set the WAN interface as WAN2.
Hope this helps, regards, Neal.
