You can try turn off DoS as well if will make a change

Points to notice
1- Go to internet access > wan page and check if settings are correct
Also you try manually multi mode to adsl2+ ... and i think is important the MTU be the correct one (what your isp advise)

2- Try download a large file...If id downloading correct and fast try change DNS servers. If DNS servers are slow it will have same symptoms web pages lot loading or be slow

3- check possible packet loss
Use this advise http://www.dslreports.com/faq/1063 but also use same way to test your router and an other ip address out of your home network let say bbc.co.uk

4- As you have latest firmware ... before you install it ... did you was aware about this release notice from draytek?
http://www.draytek.co.uk/support/download/readme_v2820.txt

IMPORTANT NOTE: Do not upgrade directly from 3.3.5 (and earlier) to 3.3.7.3.
Due to differences in the Web UI and functionality the router MUST first be
upgraded to 3.3.5.2 prior to upgrading to 3.3.7.3.

Upgrade your router to Version 3.3.5.2 first, and afterward upgrade the router
to Version 3.3.7.3.

And last a question about my interest
Did you turn off fast path via telnet command? If yes ...is ok to share it? Thanks
