Hi All i have several 2830, 2820 and 2850 that i need to reduce the lease time on as the routers are not always allocating IP address to users until a reboot is it possible to reduce the lease time?

Yes it can be changed.
Telnet into the router then use the command
srv dhcp leasetime <Lease Time (sec.)
