Draytek 2820 CISCO VPN Client failure

Hi and many thanks in advance.
One of our customers has a Vigor 2820 and a user on the domain that has the Cisco VPN client version 5.0.07.0290 installed on a laptop.
The laptop can't connect to the CISCO from inside the domain via the Vigor, but works first time when not in the office.
The CISCO VPN client log says:- Unable to establish Phase 1 SA with server "{External IP Address}" because of "PEER_DELETE-IKE_DELETE_UNSPECIFIED"
Does anyone know if this is due to the Vigor - or of a telnet command that may make it work?

Is the clients creating PPTP or IPSEC?
what ever it is needs to be unticked on the VPN server options to pass it thorugh
