Simple Firewall question

I have the firewall configured as follows:
1. Default Call Filter
2. Default Data Filter
3. Incoming Rules
Within Default Data Filter I have a rule that says
Any Source
Any Destination IP
Any Port/Service Type
Block If no further Match
Branch to other Filter Set #3 (i.e. Incoming Rules)
Within incoming rules I have my rules set up - These all work
I need to add more rules so I have setup a second rule i.e. 4. Incoming Rules 2 and then within the Default Filter a duplicate rule as show above but to branch to #4
This does not work, what is the correct method to branch to multiple rule-sets?
Any help would be grateful

The datafilter works top down logically so all the block rules need to be above the allow rules.
