Slow speed on WAN

Hi
I am having issues with the speed of my WAN on a Draytek 3200.
I have a 4G mobile modem and the 4G is picked up by a Pepwave Surf On The Go. I have the Pepwave plugged into WAN1 via ethernet.
If I speed test with the Pepwave plugged into my laptop I am getting around 16 meg speed. Once I plug the ethernet into a WAN port on the 3200 I get speeds of only 1 or 2 meg? I have had better speeds but all of a sudden I am reduced to these very low results.
I have factory reset via the web login and also the reset on the 3200 itself. I did have firmware 3.3.6.1 but have upgraded to 3.6.5.1.
I have checked that I do not have QOS or bandwidth settings that are causing the issue. I do not have any load balance settings which might be causing a problem.
As I have just reset then I only have factory defaults set of everything other than when I set up WAN1 and LAN1.
Help please!

wan general setup
disable each single wan you are not using and see if will help
also at DoS turn it off for testing Firewall >> DoS defense Setup
also after updating firmware or needs a master reset or use the *rst* file and do all settings back from the begin manually

I have tried this and still no good.
If I speedtest then the speed is up and down very inconsistent.
