2830n Keeps old IP

Have a 2930n that was on 192.168.100.1 have changed this to 192.168.100.254, local network gets no response when I ping 192.168.100.1 but if I VPN into the router I get a response on 192.168.100.1 and if I put the IP into the browser it hits the web interface but on on the VPN connection?
