Port Forwarding

I can't forward any ports to my server.

Windows Server 2012, port 81 open. Windows Firewall off, no software firewalls.
I have configured the router:

NAT - Port Redirection - TCP - Public Port 81 - Private IP (server) with Private port 81

Any assistance would be gratefully appreciated...
