Prioritise an IP address

Prioritise an IP address was created by psykix
I have an Nvidia Shield TV which is primarily used for Netflix and other video streaming services.
It has a static IP address. How do I prioritise that device above all others? If my PC is downloading a Steam game for example at the same time, the streaming grinds to a halt.
I can see where to prioritise traffic classes, but I want to prioritise an IP address instead.

Load balance/route policy set that destination IP to have a higher priority than all others

Sounds like something QoS should be able to sort out, might be worth having a look at this link, although the example is running an internal web server, the principle seems to hold with what you are trying to achieve:
