Strategy for more than 256 secure IP's?

Hi,

I'd be interested in suggestions or ideas for both a strategy and management when dealing with more than 256 IP's?..

We currently use permanent 'Bind to IP' assignments of equipment.
It is easy, simple, and, if needed, gives a method of quickly establishing a 'who's onlione?' and an audit trial, as well as a simple way to ensure correct allocation of resources.
The current 256 limit means that we usually only need to rationalise the IP's once a year, (typically 150-200) by editing, pruning and deleting dead wood.

However, it looks like we will have to start using VLAN soon as we expand (which being newbies we will need to start picking up from scratch).

QUESTIONS
Any suggestions for managing the network in terms of 'knowing what's been happening' - i.e. 'who's been online, where has the Internet bandwidth been used & been overloaded '?
Any good guides in print or Youtube etc.?
What happens if we need to assign more than 256 IP addresses - do we have to opt for dynamic allocation, and drop the static addresses?

We use a 2850Vn. Possibly we might change to a 2860ac

If you want to monitor internet usage, you might be better off with pfsense running squid and using squid lite for reporting?
