Slow WAN2 throughput on 2832n using BT openreach Modem

HI ,

I'm connecting a 2832n to a BT Openreach Modem and not getting the throughput we should be. The FTTC line is an 80/20 line ( so theoretically 80 Mbps down and 20Mbps up) . However, when I connect the Vigor 2820n to the BT Openreach Modem we are only getting 11.59Mbps down 0.00 Mbps upstream and Ping latency 24.50 ms.
When I connect an old Linksys x3500 router to the BT Modem I achieve 76Mbps down and 10.4 Mbps upstream wit a ping latency for 23ms

Is there something on the Draytek that is somehow restricting the bandwidth on the WAN 2 port?

Current router details:
Build date Dec 2016 - so its only a few months old
Fimrware - 3.8.3.3
DSL version - 06-06-01-07-00-01


We have a Web Content filter activated - could this filter be the problem??

Should I raise a ticket with support if the router is only a few months old??
