I've setup a URL redirect on a 2920 and have checked "Force the user to click on the button to proceed", but the user is greeted with the Draytek banner twice. This is a capture from an iPad.

Have you tried on any other devices, or viewed the source of the page to see if the issue is with the browser or the html which the WP is generating?

FWIW: I don't get the double banner on my iPhone SE when then Web Portal renders via my guest wifi.

I'd guess it's an auto-redirect which the device you're using is preventing from working so the message is a 'safety net'. Try a difference device.
