Can't restore wifi access control list

Can't restore wifi access control list was created by owtanet
I'm trying to copy the wireless MAC access control list from one 2832n to another. Both are on firmware 3.8.3.5.
By going to Wireless LAN > Access Control I can go to Backup, and save a config file with all the allowed MAC addresses, which looks like this:
On the destination router I can select the file, and click Restore, and as long as the filename is of the form "wlacl_20170904.cfg" (other filenames will just throw an error, but that's a separate isssue) it will briefly tell me "Access Control List Updated", but the list stays blank.
Is there a way to import a list of MAC addresses into the wifi access control? Because this way does nothing.
Steps to reproduce:
