The line is fine, I cannot test the Vigor as a modem other than via my router or laptop, but the existing modem works on the router WAN port (but uses static addressing rather than the route dialling PPoE).

I have tried 2 RJ45 leads, one of my own (which works for other connections) and one that came with the unit. The odd thing is that I am pretty sure that the DSL light is solid even when I don't connect it to the line, but I'm trying to leave big enough gaps in between tests to avoid issues with the exchange seeing frequent disconnects.

Yes..
Code:
On | DSL connection synchronized
seems to have no distinction from no DSL connected, at least it is solid with only power and RJ45 :D

Aha ...... so the Vigor is faulty.

The LED display as per you OP should indicate a working unit . If the DSL light is always solid something is wrong.

Something was indeed wrong with the device. In the end, Support suggested flashing via TFTP and this has resolved the issue
