When you say no luck, do you mean that you still can't access your server from the Internet? I'm assuming that by adding the first rule the device 192.168.1.11 can connect to an https site, you will also need to add port 80 TCP if you want to connect to http sites. Is 192.168.1.11 your server or your pc/laptop

You will also need to configure NAT, If 192.168.1.11 is your server, go to the NAT menu, port redirection, change public and private port to 443 and private IP to 192.168.1.11 and protocol to TCP. This means that anyone connecting to https://yourpublicipaddress will be redirected to the https site hosted on 192.168.1.11 which will then be allowed by your 2nd firewall rule. This is assuming that 192.168.1.11 is your server and that you're trying to host a https website, you've not really given anywhere near enough info about what you're trying to achieve.

How many devices are you using on your network? What's your server's IP address? What are you doing with your server? Do you know your public facing ip address (from your Internet provider) and is it a fixed ip address?
