No subnet declaration

Hi,
I have 4 VLANs setup on a Vigor 3900 which then connects to a netgear pro switch and onto a AP910C access point;
VLAN10 10.0.10.1/24 (Main)
VLAN20 10.0.11.1/24 (Voice)
VLAN30 192.168.200.1/24 (Guest)
VLAN40 192.168.201.1/24 (sensors)
VLAN10 has the dhcp turned off and has a windows 2016 server with dhcp on it.
VLAN20 has the dhcp turned on.
VLAN30 has the dhcp turned on.
VLAN40 has the dhcp turned on.
VLANs 10-30 all work and devices get an ip address but with VLAN40 they get an address and then it it gets declined. I can see in the syslog it goes;

<30>Nov 28 19:11:54 Vigor: dhcpd: DHCPDECLINE of 192.168.201.56 from 98:8b:ad:20:66:fd (Sensor2066FD) via lan-sensors: not found
When i look in the syslog at the router starting up i get the messages;
<27>Jan 1 00:00:45 Vigor: dhcpd: No subnet declaration for lan-sensors (0.0.0.0).
<27>Jan 1 00:00:45 Vigor: dhcpd: ** Ignoring requests on lan-sensors. If this is not what
<27>Jan 1 00:00:45 Vigor: dhcpd: you want, please write a subnet declaration
<27>Jan 1 00:00:45 Vigor: dhcpd: in your dhcpd.conf file for the network segment
<27>Jan 1 00:00:45 Vigor: dhcpd: to which interface lan-sensors is attached. **
Am i doing something wrong on the vlan or the switch?
