Setting up a AP antenna with static IP address

I have a Draytek 2830n router. I also have an antenna which I want to use as a long distance access point for mobile phones in our farm. The TP Link Phaoros antenna manual says it should be routed on a static IP address,and can then be logged into using the IP 192.168.0.254
I have tried to setup the static IP but nothing I do seems to let me see or log into the antenna. The antenna appears to be working OK and has power going into it.
Whilst I am not a network expert, I can normally follow instructions OK, so I do not know what I have done wrong.
If I plug the antenna directly into the back of my computer it is never visible on the DHCP list.
Any help in getting this to work would be greatly appreciated.

Presumably you've done something like this https://www.tp-link.com/au/support/faq/710/

Once into the admin of the TP link box you can change the IP address like this https://www.tp-link.com/au/support/faq/730/

(I'm just guessing that your main LAN is not on 192.168.0.x and maybe you haven't configured a VLAN on that range in the router and set up inter-LAN routing etc which is why you can't see it)

Seems easier to me to put everything on your main LAN (192.168.1.x ?) Then you can use bind IP to MAC to give the TP box a static address.
