i would like a bit explanation.

i need to block all in default rule and open vpn only for a certain IP's.
When default rule is set to BLOCK ALL, VPN can still be established.

Can you tell how this is possible??

You don't say which router you have, but in DrayOS any protocol you tick in VPN and Remote access > Remote access control will automatically open firewall rules and configure NAT for that service. I presume that Draytek did this to make it easier to set up VPNs.

You can set a remote client IP (Remote Dial-in User) or peer IP (LAN to LAN) in the relevant profiles.
