AP900 can't reach web management page

Recently upgraded my 2860 to 2862 (no wifi) and decided to try Draytek APs in our network(as current APs do not support VLANS and also for band steering and hopefully proper roaming).
2862 is set up with 3 VLANS with tags 1,2,3 and all ports on the 2862 tagged with all 3 VLANS.
1. Picked up AP900 (new open box) on ebay
2. Connected to AP900 from laptop, changed management vlan tag to 1 and then reconnected directly to Port 5 on 2862.
3. IP bound AP900 to .1.4 and set up 2 SSIDs, taged with VLAN 1 and VLAN2, sucessfully set up security, etc
4. AP900 was visible in 2862's Central management, the AP900's web management page was reachable at .1.4, wireless clients were assigned correct ips based on VLAN tag - everything working great.
5. AP900 is turned off and back on. The clients are still are still being connected properly, but AP900 is no longer visible in 2862's Central management, the AP900's web management page is not reachable at .1.4, yet responds to ping.
The only way to reach the the AP900's web management page is to reset the AP900 to factory settings and repeat the setup again.
I am stumped. Any help would be appreciated.
