Have you set the router itself to use port 5000, for Management, for example ?
If so a firewall rule will not block it, it only blocks a data connection between the WAN (internet) and a device on the LAN. Or in the other direction, as you have two blocking rules.
I changed my router, a 2862, to use port 5000 for management, as a test. The site you used, canyouseeme, found my router to be open on port 5000 even though I had a firewall blocking rule.

Canyouseeme reports than my port 5000 is blocked even though I have no specific firewall rules set up......

That's interesting, on my router, a 2862, without any firewall rules about port 5000, canyouseeme gives a 'cannot see your service message'.
If I setup a lan device to have access via port 5000, canyouseeme says port 5000 is open and the firewall rules SortITIRL, is using, blocks the port ok, when they are enabled.
If I set the router itself to use port 5000, as a management port, canyouseeme says it is open and the firewall rules don't block it when they are enabled.
