Have you checked the Draytek Support site?

There is an SNMP/MIB related zip there:
https://www.draytek.co.uk/support/downloads/software?task=download.send&id=692:snmp&catid=336

Or if you don’t trust the above direct link, here is the page you can download that zip from:

Scroll down until you see the “…SNMP MIB…” file, download button.
