VPN connection issues

Hi All,
was wondering if someone could point me inthe right direction , we have just installed a 5510 to replace the wachguard box that we had , we have about 120 remote sites (all using Vigor 2600/2800) that should connect in to head office into the 5510 box,
problem i have is that we had previously setup all the routers at the sites with the same pre-shared key , and i understand the prefered solution is to use certificates....
we can see about 70 connections in the connection management , but the rest of the connections dont seem to be coming up properly..
the connections that are up work well to our intranet/citrix farm etc...
1. any ideas what to look for ?
2. how do i set this up to use certificates? and can they be distributed from the head office location ?
