ahh ok dont have anything like that on the netgear! only a static route option and that dont work wont accept any settings i put in!

so next options are
1 change the Netgear for something with more options
2 Set up extra VPN's between offices (netgear does up to eight I believe)

Just been looking at the V2 manual (again don't know what version you are running)
Look for "Using Manual Policy to Configure VPN Tunnels" Page 48 - looks like it may have the options required if you bypass the "easy setup"
- But wait just read the text and maybe not, doh! thought I'd found a way.
I was thinking there may be some fancy subnet setup to route traffic but I can't think of a working one and a couple or replacement routers may be the way.
Adding extra VPNs may work but depends what the VOIP software needs

got a V5 on both sites and did a manual policy but there is nothing there to choose!
