I'm trying to figure out how to load a configuration file through a Telnet session.

Dont know, if you can enable tftp via the telnet interface to upload a config file - that might be possible, but if you think of something like logging in to the router via telnet, and, then paste an ascii config file (similar to setting up a cisco router), that wont work.
