Done it.
I discovered that VigorPro series routers can apply firewall rules to VLANs with firmware 3.3.5 or higher:

... but this doesn't apply to the old 2820, even with firmware 3.37. I had to do it by IP address.
I got my filter to work by adding it into the Default Data Filter group, rather than making a new filter group.

The office LAN also accesses my home network for nightly rsync backup to a NAS box.
