Hello,
Through this guidehttp://www.draytek.com.tw/index.php?option=com_k2&view=item&id=2768:host-to-lan-vpn-l2tp-over-ipsec&Itemid=293&lang=en I'm trying to setup an IPSEC/L2TP connection from a remote client to my Vigor 3900. Unfortunately it doesn't work. I get an unknown error message from the Smart VPN client. Do I have to create an IPSEC server profile on the Vigor? The Vigor is directly connected to an internet connection. I enabled the IPSEC/L2TP setting in the Smart VPN client.

check the PC making the connection with wireshark maybe and see where it gets to with the ipsec connection? That'll at least show if it's trying to connect and getting a response.
With the Smart VPN client, when I've seen the "unknown error" message, that means the IPSec part of the connection has failed.
Also worth trying XP if you can, I find L2TP with IPSec doesn't like working on Win7/Vista/8
Make sure you're on the newer firmware too, get that here:

Because I had no internet connection available for testing, I have tried to test it in a lan. But IPSEC is not working when you use in a local subnet and the same range?!
