VPN Lan to Lan throughput

I have a 2 locations both running with FTTC2 connections at around 70mb down and 16mb up.
The Remote end is a Vigor2820
The Local end is a Vigor2830
Using IPSEC High ESP 3DES with Authentification.
Connection is fine but the throughput maxes out at 1mb when copying files from the remote end to the local end.
I have turned off QOS but cant seem to tweak any further to unlock any transfer speeds > 1mb?
Any advice would be appreciated.

Perhaps for comparison you could set up an FTP server (with port forward) or something at one site
and download a file from the other via regular Internet routing (not VPN), and then
from another location for comparison.
