Im trying to set up IPSec VPN from Office 1 to Office 2.

Operational status: Down

In the logs of Vigor Office 1 see the message "no public interfaces found"
In the logs of Vigor Office 2 see the message "{Office_2}: STATE_MAIN_I1: retransmission; will wait 20s for response
2 {Office_2}: STATE_MAIN_I1: retransmission; will wait 20s for response
3 {Office_2}: send ISAKMP MainI1"

How to solved the problem?

Looks lie Phase1 is failing. that is where the end points exchange the Key
