VPN Lan-Lan between 2830 and 2832 Not establishing

VPN Lan-Lan between 2830 and 2832 Not establishing was created by david@ama
I've double checked all the settings, a LAN to LAN between 2 2830s are working, but put a another router 2832 into another site, can't get the VPN to connect.
How can I figure out what is wrong?
