Vigor 2130n L2TP VPN remote user kills local connections

With iOS 10 now forcing us to move away from PPTP I've been trying to set up an L2TP VPN connection for remote dial in to a Vigor 2130n. I've managed to get it working but whenever a remote user connects via VPN to the 2130n everyone locally loses internet access, the 2130n web interface locks up and web servers connected to the 2130n are no longer visible on the internet. As soon as the remote user drops their VPN connection everything is back to normal.

Is L2TP too processor intensive for the router or what is going on? Is this normal? Everything was working great using PPTP, both remote and local users could carry on as normal.

I don't have the problem with a Vigor 2860n at another location. Is it time to upgrade the 2130n?
