2860 v3.8.4.6 breaks VPN LAN to LAN was created by tennant
Updated 2860ac to firmware v3.8.4.6 and it broke my LAN to LAN VPN connections. The router showed them as online, but couldn't access any of the remote devices (PING tests also just failed). Reverted back to v3.8.4.5 and all is working again.

It broke in 3.8.4.5 for me, I had to revert back to 3.8.4.4.
I logged a support call for this and the Draytek engineers are investigating the firmware.

just upgraded one sites vigor 3900 from 1.2.2 to 1.3.1 and that seems to have broken one of the IPSec site-to-site VPNs too. Did you ever get a resolution from engineers?
