It's quite hard to see what's going on, with all those inbound VPN attempts ... I wonder if they're upsetting the 2862 enough to stop it connecting outbound?
It doesn't seem to be getting very far at all

Blocked the other connection now.
Tweaked the VPN settings, new log: https://cru-technologies.co.uk/wp-content/uploads/2020/10/vpn2.txt

Highly doubtful that it's the cause of the problem, but you seem to have used 3DES, rather than AES (per Draytek example).

I'm not quite sure how you've done it, but the 'IKE advanced settings', don't match the 2862 emulator display :!: :?: (or my 2860). Are you running really old (or really new!) firmware on the 2862?

Maybe try the Draytek example to the letter?
