According to Draytek's help article if you have set up fail over then DDNS should fail over as well. So, you should be able to use Starlink as your primary for vpn access and get the benefit of some extra bandwidth.

But Starlink doesn't (currently?) have a real-world routable IP address, so direct inbound access isn't possible - hence the OP settling for use of the LTE connection for this purpose.

Dial Out VPN works over Starlink though?

Dial Out VPN works over Starlink though?
