IP Addresses are assigned dynamically.

If these are indeed proper newsgroup servers you can block the NNTP protocol in 1 hit...see here http://en.wikipedia.org/wiki/NNTP

If however these are web based new groups then you would need to block each site they access.

What we do in corporate world is too Block ALL then Open Up the required sites needed for genuine access.

The Block ALL is the safest route. then you can open up certain website they need for school work and stuff. This route also gives you the ability to monitor those OPEN sites so you can moitor web usage as well.
