Vigor 2862ac - 392_BT Conflicting IP

I am getting a pop up message to say that I have a conflict on the router IP address, to try to solve it I used bind to mac to bind the conflicting mac address to an unused IP address but the message still appears.

Has anyone seen anything similar or got any ideas how to solve it?

I tried changing the router IP address but the same issue occured.

Are you saying that something is getting the address 192.168.1.1 (or have you changed that to something else anyway)? You don't have another DHCP server on the network by any chance?

Yes, it's saying something else has the 192.168.1.1 address, however when I change the router to 192.168.1.2 it then says something else has 192.168.1.2 so I assume it's something in the router itself, very weird!
No other DHCP server.

To find out out if it's real, trying Pinging the router from a PC and then (assuming it's responding!), turn it (the Router) off. If you continue to get a response, then the message is real! (You can use 'ping -t' to ping it continuously)

To find the machine with the conflicting IP address, have a look in the PC's ARP table (using the 'arp -a' command). The entry that's in there now, will be the 'other' machine.
If you don't recognise the MAC address, you can use one of the OUI lookup tools to at least find the company to which it is assigned.

If I check the network from my mac it just shows 192.168.1.1 once as it should
? (192.168.1.1) at 0:1d:aa:12:82:40 on en0 ifscope [ethernet]

If I ping it then it replies when the router is on but nothing when it's off

MAC of 02:0E:D5:09:82:40 doesn't give any result on the lookups I tried!

Well that's good. 00:1D:AA is Draytek Corporation, so that tallies as well.

If you're using the 2862ac as a DHCP server, does the scope exclude the address manually assigned to the Router itself? [If the Router is xxx.yyy.zzz.1, then the scope needs to start at xxx.yyy.zzz.2 (or higher)]

Where's that MAC address shown?
(MAC addresses are dynamically changeable, so it's possible it's been purposefully overwritten by some software or other).
