Support have asked for the two config files to replicate my issue in the lab, so have sent those.
Also they have asked me to try a release of 3.8.5.1 on the 2860, which I have, but that exhibits the same issue with IKEv2 ie dropping every few seconds. Will update here as things progress in the hope it helps anyone else experiencing similar issues.

Draytek support sent me firmware 1.3.2 for the 2960 to try to see if that would help with stability - unfortunately not.

Finally have the fix - disabled auto dial out on the 2960 and then an IKEv2 VPN will stay up between the 2960 and 2860ac
