Which browser are you using to access the web interface ?
Have you tried using another one ?
Are you using http or https to connect ?
If you can login to the web interface seccessfully, does a successful session cookie get created ?
In chrome, for example, if you go to the login page, but don't log in, and click on the site information, beside the usl, it should say 0 cookies.
If you then login, and click on site information again, it should say 1 cookie, if you expand the cookie, info it should say SESSION_ID_VIGOR

Well booger me that was it. I recently started using the Safari Tech Preview, which is a nice browser and I haven't had any issues so far, but in this case it was the culprit. I tried Firefox and it worked fine. I feel rather foolish....
