Well home again - using phone as hotspot for laptop wifi I am unable to connect to the Vigor VPN using either the Windows client or the Draytek smart VPN - I get "Username and/or Password Invalid on the Domain".
Using the same username and password on the iPhone it connects immediately.
Which "domain" does Windows think I'm trying to connect to?

You could try the Rasdial command :-
Specifying the username / password on the command line.
You could set up a new RAS entry, or re-purpose the "To Vigor" one, e.g. :-
(The "Rasphone" command still exists and is a quicker way to manipulate RAS entries, than wandering through the GUI.)

rasdial entryname [username [password|*]] [/DOMAIN:domain]

Thanks for your replies. I'm not at all au fait with how VPNs work but I've remembered that when I was using the 2927ac it was possible to connect as the same dial-in user that I am trying now.
Looking at the manual for the 2927ac in the IKE/IPsec General Setup section I see that the "General Pre-Shared Key" is limited to 64 characters. In the 2927ax interface this key is now max 128 characters.
When I switched to the ax I uploaded the config file from the ac -
I wonder if something has changed in the ax, although why it doesn't affect the phone connection I don't know.
I'll try deleting the profiles and starting from scratch.

Well it seems that simply entering the same pre-shared key in "XAuth User Pre-Shared Key" and "General Pre-Shared Key" and changing the IPSec Security Method to Basic in the General Setup now allows the Windows 10 laptop to connect to the Vigor.
