Does anyone know if its possible to turn off the G.INP capability locally on the Draytek which causes the decrease in speed?

G.INP like the earlier interleaving is controlled by the DSLAM , you can't do anything nor can your ISP.

If G.INP has come on it suggests the DSLAM is reacting to line issues.

What FTTC cabinet type are you on ?

Web Console > vdsl status >> look for DSLAM CHIPSET VENDOR

DSLAM CHIPSET VENDOR : < BDCM >

At this point having just plugged it into the Draytek, its sitting at 21,269 Kbps... when it was plugged into the Hub 5 after being reset it was 16, so has gone up 5 Mbps whilst plugged into the Hub 5 since Tuesday ...

Be interesting to see if it now goes down...

That is a Huawei cabinet , G.INP is available and works well on those, on the ECI (Infineon / Lantiq) cabinets G.INP was a disaster and got turned off.
